As a web developer, I've installed phplist many times on my client's web sites. Without exception, my clients are thrilled with the capability and flexibility of the application, and they're even happier with how simple it is to use.
After I've installed phplist on a client's web site, I schedule a short meeting to teach them how to use it. From that point on, the client is in control. They love having the ability to send HTML and text-based emails to large audiences without getting help from a professional.

phplist also runs on windows, with Apache, PHP and MySQL. We recomend XAMPP server to run phplist on windows for testing and development.
Users have also reported that phplist can be adapted for Microsoft IIS web server. This is not currently supported, but you can find more information in the documentation or by searching the forums.
